A three-month investigation by Bee reporters Mareva Brown and Sam Stanton found major problems in the state's practice of sending juvenile delinquents to out-of-state camps. They traveled to 11 programs and youth prisons in three states, reviewed thousands of pages of documents and interviewed dozens of juveniles, staffers, investigators and parents involved in the system.
