ALL COUNTY PROBATION OFFICERS

SUBJECT: TERMINATION OF STATE & FEDERAL FUNDING FOR PLACEMENTS AT ARIZONA BOYS RANCH

The purpose of this All County Letter is to inform you that the California Department of Social Services (CDSS) has completed its investigation of the March 2, 1998 death of a California child at Arizona Boys Ranch.

The CDSS has concluded that the March 5, 1998 moratorium imposed on federal Title IV-E and state foster care funding for new placements at Arizona Boys Ranch and the suspension of new placement requests under the Interstate Compact on the Placement of Children (ICPC) shall continue. Effective August 1, 1998, no California children at Arizona Boys Ranch will be eligible for federal Title IV-E or state foster care funding. You will be receiving a follow-up County Fiscal Letter issuing related claiming instructions.

All placement agencies should immediately begin planning for alternative placements for all children remaining at Arizona Boys Ranch and to arrange for their safe return. Please inform the Deputy ICPC Administrator, Ernestine Barbieri . . . of your placement plans for each youth you have in residence at Arizona Boys Ranch.
